In the month of June, COMMITTED oriented Waling, Tansen, Tikapur, Damak and Bhimeshwor municipalities on Municipal Information Management System (MIMS).
Key objectives were to aware municipalities on how database management system works, its advantages and the steps towards making municipality digital and smart.
With no doubt, Municipal Information Management System is very useful and reliable system that supports municipality in proper resource management, organized service delivery, disaster management, effective planning and decision making process and so on.
MIMS is an updatable database system which can generate required sectoral data and assists municipalities on proper analysis.

Following our ongoing activities for the development of Comprehensive Plan (CP) of five municipalities-Damak, Bhimeshwor, Tansen, Waling & Tikapur, we have also developed a Working Procedure (Karyabidhi) to serve as a guideline for the development of local government comprehensive plans. This guideline will facilitate municipalities to conduct development activities in the immediate timeline, and establish mean and way for amending their comprehensive plan in the future. It further reinforces institutionalization process for the establishment of various citizen centric approaches and mechanisms during the comprehensive plan development.

This guideline is a legal document and can also be adopted as a local act, should the municipalities choose to do so in the future. COMMITTED seeks to provide this model for replication and endorsement for other municipalities seeking to develop their comprehensive plans. The key objectives of the guideline are to establish the following:

  • Provide legal basis for the plan
  • Establish citizen centric structures and process
  • Ensure maximum citizen participation
  • Formulate mechanism to develop the plan
  • Define rights and responsibilities of the mechanism, key actors including citizens
  • Manage issues and priorities
  • Establish process for plan implementation and amendment

The drafted document was sent to all five municipalities for review and comments and with endorsement from the Plan Development Steering Committee, this document has now been endorsed and adopted by the Municipal Executive Bodies of four municipalities. Because of COVID-19 pandemic and the nationwide lockdown, Damak Municipality was not able to endorse the working procedure. The municipality will review and endorse it as soon as the country gets back to normalcy.

This document was developed with the support from our EnLoG-SDEG project funding partner ‘The Asia Foundation (TAF)’ and its Subnational Governance Program partner ‘Public Policy Pathshala’.

Tikapur Municipality, within Kailali District of Sudhurpaschim Province, is one of five municipalities COMMITTED has been working with in the past three years. These maps are generated from census data COMMITTED assisted in collection and publication of a municipal profile document.

Until the present Tikapur Municipality has two COVID-19 designated Isolation Hospitals and four Quarantine Centers.

Based on the feedbacks and information received during FGD, national & local policies and international examples; SWOT analysis was prepared in order to identify municipalities’ strength and weakness along with opportunities and threats. SWOT analysis comprised of 12 different sectors namely: Land Use & Settlement, Health, Disaster and Emergency Response, Transportation, Education, Local Economy Development, Public Works, Environment & Natural Resources, Parks & Recreation, Gender Equality & Social Inclusion (GESI), Transparency & Accountability and Cultural Heritage Conservation.

After the SWOT analysis, a team of COMMITTED’s program staffs visited Bhimeshwor municipality in Dolakha District on July 29, 2019. The objective of the visit was to verify SWOT analysis with key informants such as ward chairpersons, relevant sectoral staffs, and interested stakeholders. Along with revenue generation, the responsibility of service delivery is another essential factor to be considered by the local governments themselves. Both of these factors are interrelated and needs to be carried out parallelly. COMMITTED, through our EnLoG-SDEG project, assisted Damak, Dhankuta and Tansen municipalities in their revenue improvement plans.

The focal objective of workshops on ‘Municipality Revenue Improvement Plan (MRIP)’ was to collect and analyze data related to existing revenue source, municipalities’ expenditure heads and identification of own source revenue generation method. Prior to the workshop, revenue related data was collected through revised model of questionnaire and intense interactions with the municipal delegates including Mayor, Deputy Mayor, representatives of several departments like revenue, administration, account, planning, waste management and so on.

The workshops also included several sessions on discussion of legal and local provisions for revenue generation, identifying possibilities, and developing potential strategies for improving revenue for a few revenue items, in discussion with the entire group.

Along with the commencement of Phase II of Enhancement of Local Governments Service Delivery & Economic Governance (EnLoG-SDEG) project, COMMITTED organized an orientation program, on February 12-2019 at Hotel Marshyangdhi- Kathmandu, to present and discuss about the second phase activities with municipalities. The event was mostly focused on giving the municipal officials a clear insight on ‘Comprehensive Municipal Structure, Planning & Service Delivery’ activity designed for Phase II.

 

The Mayors, Deputy Mayors, Chief Administrative Officers and Social Mobilizers of five municipalities namely Damak, Bhimeshwor, Tansen, Waling and Tikapur were brought together for intense discussion on comprehensive planning process, international planning practices, regulations formulated by National Planning Commission (NPC), Sustainable Development Goals, Revenue Improvement Methods, and the municipalities’ needs for the enactment of project’s future endeavors.

During the discussion, the municipalities’ officials seemed to be proactive and serious about how they are taking this project as their own and not just an NGO’s job to assist them.  In addition, the municipalities also focused on the policy implementation and not just on policy formulation. Furthermore, the timeline for the activities were also shared in order to prepare municipalities on their roles and responsibilities.

The event was also attended by the representatives from The Asia Foundation (TAF), Kathmandu University- School of Law, COMMITTED’s Board Members and the project staffs.

EnLoG-SDEG is a joint venture of COMMITTED with DFAT-TAF partnership which works to strengthen the capacity of several municipalities all over the nation.

Paanchpokhari Thangpal Rural Municipality proceeded to formulate its Rural Municipality Education Plan (RMEP) from December, 2017. The RMEP effort was led by a committee authorized by the Rural Municipal Council and comprised of representatives from all eight wards, the Municipal Education Resource Person and COMMITTED’s experts. The committee was led by the Rural Municipality appointed Education Coordinator following primarily COMMITTED’s pre-designed education governance structure and model.

The REMP activities were initiated with the development of a framework for timely and logical completion of the RMEP. The effort was initiated with the collection of household and school level data. The schools within the respective wards played a vital role in the collection of required data. This was followed by a workshop on preparation of the School Improvement Plan (SIP) to assist the school administrator identify the gaps and improve the underlying aspects of the education system. Crucial components of the SIP were consolidated in the RMEP.

COMMITTED’s core belief in local development is the inclusion of grassroot participation in just about every possible activity, ensuring all avenues are opened for participation and input. Therefore, to ensure all problems faced by the schools are heard diligently, Ward Education Committees (WEC) were created in all eight wards of the Rural Municipality to function and support the Rural Municipality Education Committee (RMEC). The schools within the wards share their updates, obstacles and plans to WEC. The WEC further brings collective agendas to the RMEC table where the issues are discussed and needed actions executed.

Following numerous meetings, discussions and experts advice, a draft version of the five-year Rural Municipality Education Plan was prepared. RMEP consists of plans and strategies regarding the management of public schools, improving student enrollment, establishing catchment area, school infrastructures development including libraries, science labs and in general enhancing the learning environment within the public education system. This was followed by validation sessions conducted at all eight wards, during which the floor was opened in the form of a public hearing to receive comments and feedback on specific ward level issues and plan components. The entire sessions were broadcast live by Melamchi FM Station.The feedbacks and comments gathered from the validation program were furthered analyzed and a final version of RMEP was developed. Participants in the finalization of RMEP included school delegates, representatives of the rural municipalities, education related experts and the general public. An open notification was advertised for the public to participate at the finalization of the RMEP at least two days ahead of the event.

COMMITTED is currently gearing to print the RMEP and hand it over to the RMEC for endorsement and approval by the Rural Municipal Council. After publication, the RMEC will disseminate copies of the plan to all relevant local, provincial, and federal education bodies.

The RMEP is being developed under COMMITTED’s project that is broader in scope. Under the title ‘Accountability and Transparency Mechanism in the School Governance System’, COMMITTED has developed an education governance model for all local units to replicate. The model focuses on establishing accountable, transparent, systematic and self-sustainable public education system throughout Nepal.
